William T. Marshall, Ph.D.

William T. Marshall, PH.D., is the Founder of
California Institute of Health and Social Services, Inc. As a motivational
leader with more then thirty years expertise in management and leadership, he
is responsible for the overall operation and success of California Institute of
Health and Social Services, Inc. (CIHSS), founded in 1993.
Dr. Marshall ensures the implementation of policies and
procedures that are established by the Board of Directors and provides
oversight to the Agencys Executive Director, Ms. Colleen Anderson.
Dr. Marshall has conceptualized, developed and
provided social services to the community through his foster family agency,
adult family agency, mental health agency, adoption services, wraparound
services, family reunification and psychiatric day treatment/chemical
dependency program for the developmentally challenged.
